The 2024 EM 385-1-1 revision brought more than new chapters — it completely restructured the manual's organization. Here's what changed at the chapter level and what it means for your daily operations.
The March 2024 EM 385-1-1 revision wasn't just about adding three new chapters — it fundamentally reorganized the entire manual. For contractors who spent years memorizing the old structure, the changes require relearning how to navigate the document efficiently.
The manual expanded from 34 to 37 chapters, with the three additions covering Rope Access (Ch. 23), Uncrewed Aircraft (Ch. 33), and Emergency Operations (Ch. 37). But the expansion goes beyond just adding content — the entire formatting system was standardized.
Every chapter now follows the same organizational structure, including dedicated sections for Personnel Required Training and Minimum Plan Requirements. This consistency makes it far easier to locate specific information across different topic areas.
Perhaps most significantly, the revision eliminated many circular references and redundancies that plagued the 2014 edition. What once required cross-referencing three or four different sections can now be found in a single location.
Chapter 1 & 2 — Safety & OHP Management: Expanded to clarify distinctions between USACE personnel responsibilities and contractor responsibilities. SSHO qualification requirements are now more explicit.
Chapter 3 — Medical and First Aid: Updated to reflect current OSHA requirements and modern first aid protocols. The 2014 requirements for on-site medical personnel have been revised.
Chapter 5 — Personal Protective Equipment: Expanded coverage of respiratory protection requirements and new provisions for hearing protection in high-noise environments.
Chapter 6 — Hazardous or Toxic Agents: Significantly expanded to address new chemical safety standards and confined space entry requirements that weren't covered in the 2014 edition.
Chapter 12 — Control of Hazardous Energy (LOTO): Updated to align with current OSHA standards and provide clearer guidance on energy isolation procedures for complex systems.
Chapter 23 — Rope Access (NEW): First-time coverage of rope access work requirements, including fall protection, equipment standards, and competency requirements.
Chapter 24 — Safe Access: Expanded to include new requirements for ladders, stairs, and temporary access equipment with updated load ratings and inspection protocols.
Chapter 33 — Uncrewed Aircraft (NEW): Comprehensive coverage of drone operations on USACE projects, including pilot certification, operational requirements, and safety protocols.
Chapter 34 — Confined Space Entry: Significantly revised to include detailed entry permit procedures, atmospheric testing requirements, and rescue provisions.
Chapter 37 — Emergency Operations (NEW): New chapter establishing comprehensive emergency response requirements for USACE construction sites, including incident command protocols.
Start with the Personnel Required Training section at the beginning of each chapter — this tells you immediately what training your team needs based on the work being performed. Then check Minimum Plan Requirements to understand what documentation you need to prepare.
Keep a physical or digital copy of the new chapter structure handy. The numbering system changed, so old bookmarks and notes may point to outdated sections. Take time to update your reference materials.
