Confined Space Entry: New USACE Requirements for 2019

USACE has clarified confined space entry protocols. Contractors managing trenches, tanks, and vaults need to understand the latest classification and rescue requirements.

Confined spaces pose some of the most dangerous conditions on any construction site. USACE projects have specific requirements that contractors must follow to protect workers in these hazardous environments.

What Qualifies as a Confined Space?

Under EM385-1-1, a confined space is defined by three characteristics:

  • Limited openings for entry and exit
  • Unfavorable natural ventilation
  • Not designed for continuous employee occupancy

Classification Requirements

Contractors must classify spaces as either:

  • Non-Permit Required: Spaces that do not contain or have potential for hazardous atmosphere
  • Permit Required: Spaces that meet criteria for IDLH, engulfment, convergence hazards, or other serious hazards

Rescue Requirements

USACE requires on-site rescue capability for permit-required confined space entry. This means having trained rescue personnel and proper equipment immediately available—not relying on external emergency services response times.
